I tested a student and he scored a 95% on level B on accuracy and passed his COMP...but I did not have a chance to test on the next level to find his instr level...reports are due...do I mark this student as instruction C...?

You do not have enough information to determine this child’s instructional level. There are times when a child is independent at one level and reaches ‘hard’ at the next level. Therefore, if you do not have time to continue the assessment, you will need to submit what you are certain of.... which is Level B.
