You can begin to encourage or teach for silent reading once students have the early behaviors under control. This begins with whisper reading. As inner speech develops this kind of processing can move very quickly. In the Continuum under the description of readers at level H it says "readers begin to do more silent reading." By le vel J they are expected to read silently for independent reading and during independent reading in guided reading lessons.
