It is suggested that an intense analysis of the lesson observations are considered to search for where the student is getting stuck. Chapter 3 of When Readers Struggle helps identify the areas of learning that may be causing difficulty in making progress. Use the Guide for Observing and Noting Reading Behaviors with the lesson records to compare to the Literacy Continuum goals and expectations, Teacher Reflection Guide, and the Administrator Fidelity Tool in the General Resources of the Online Resources to check for areas where the implementation or instruction could be impacting the lack of progress. It often helps to have a colleague observe a lesson to provide another set of eyes to note where a student might be faltering. The typical model is that if a small group of 3-4, 30-45 minutes/day, 5 days a week with continuing good classroom differentiated instruction is not changing the rate of progress for a student then the group size and amount of time in intervention needs to change. See chapter 21 in When Readers Struggle.
Best wishes! Debbie
