Instructional Level vs. Independent Level Messages in this topic - RSS

Hi Everyone,
Our school has been using the F&P Benchmarking Kit for three years now. We have a Digital Data Wall where we store our student's instructional level (accuracy, self-correction, fluency and comprehension).This Data Wall is used to form instructional groups in the classroom, determine interventions, and track student's progress throughout the 3 years that they are in our school. So, here is the struggle that we have been tackling in our Literacy Leadership Team, when we report out on the instructional level, we have noticed that some students are never seeming to master the comprehension portion but yet we keep trying them at the next level during our next benchmarking. So, when you look at our Digital Data Wall it looks like they have moved up a level but in reality they didn't master the comprehension at either level. So, my question is, should we be recording their independent level on our Digital Data Wall? Or should we continue with reporting out the instructional level? An additional note to be considered, our school also uses the Data Wall to determine if a student has made 1 years worth of growth. Help! We have spent many meetings discussing it but have been unable to reach consensus. We would really love some advice.
