When administering the MOY BAS, should one start at the student's instructional level 1st and then progress on? Or their independent level?

The directions in the BAS Assessment Guide (on p. 16 BAS1 3ed) state "Ideally, you will start the assessment on a level that is easy for the reader -.... If you have recorded an easy (or independent) level...then continue the assessment with increasingly more difficult texts..."
